WHEREAS section 30 of the New Home Buyer Protection Act provides that that Act 
comes into force on Proclamation; and
WHEREAS it is expedient to proclaim the New Home Buyer Protection Act, except 
sections 3(4) and (8) and 15(7)(b), in force:
NOW KNOW YE THAT by and with the advice and consent of Our Executive 
Council of Our Province of Alberta, by virtue of the provisions of the said Act 
hereinbefore referred to and of all other power and authority whatsoever in Us vested 
in that behalf, We have ordered and declared and do hereby proclaim the New Home 
Buyer Protection Act, except sections 3(4) and (8) and 15(7)(b), in force on February 
1, 2014.

Notice of Intent to Designate a Provincial Historic Resource

Notice is hereby given that sixty days from the date of service of this Notice and its 
publication in Alberta Gazette, the Minister of Culture intends to make an Order that 
the site known as the: 
Rosebud Hotel, together with the land legally described as:
Plan 6742BQ 
Block 1 
Lots 6 to 8 Inclusive 
Excepting Thereout All Mines and Minerals
and municipally located at Rosebud in Wheatland County, Alberta be designated as a 
Provincial Historic Resource under section 20 of the Historical Resources Act, RSA 
2000 cH-9.
The reasons for the designation are as follows: The heritage value of the Rosebud 
Hotel lies in its representation of a typical hotel found in many of Alberta's small 
towns and villages. It is also an excellent example of the construction style that 
characterized many early hotels across the province.
During the settlement period and the early years of a townsite's development, hotels 
were often amongst the first businesses to be established. Hotels provided short term 
lodging for business travellers and for potential settlers visiting an area to evaluate 
and select land for farming. Through their associated restaurants, beer parlours and 
pool rooms, many hotels also served as social centres for a region's established 
population. Early hotels in small rural communities were typically located near the 
railway tracks and were often simple wood-frame, square or rectangular structures, 
with flat roofs, wood siding, boom town fronts and two, or occasionally three, storeys. 
Identifying signage was frequently displayed across the top of the front facade. The 
lodging rooms, which were usually quite small, were arranged off a central hallway, 
and many hotels housed a bar or restaurant, which often generated more revenue than 
did the lodgings. At one point, most towns, villages and hamlets across Alberta had at 
least one of these hotels. If a townsite developed into a major urban area or service 
centre, these early hotels, as with most commercial structures, were upgraded or 
replaced by more substantial buildings. More frequently however, most townsites did 
not develop as initially envisioned and these simple hotels survived long past their 
original intended period of use. With the growing popularity of automobile travel, 
camping and motels plus the decline in passenger rail travel through the middle 
decades of the 1900s, small rural hotels were used less frequently and most eventually 
fell victim to age, disuse and neglect. 
Knowing that the Canadian Northern Railway was planning a line through the 
Rosebud area, the Gilbert Farm Lands company, which was a land agent for the 
Canadian Pacific Railway, heavily promoted the region as a promising agricultural 
area with the community of Rosebud being the main service centre. The Gilberts 
encouraged existing farmers and townspeople to invest in the construction of a hotel 
to provide lodging for travelling business people and potential new settlers evaluating 
the district before acquiring land. The hotel, which was built in 1915, is similar to 
many hotels in other early communities. It is a simple, highly utilitarian, two-storey, 
wood frame structure with wood-siding and a flat roof hidden behind a low parapet. A 
large painted plywood sign reading HOTEL ROSEBUD is mounted to the top of the 
front facade. The main floor contained a lobby, office, restaurant and a bar/beer 
parlour. The upper storey consists of a series of small rooms and a communal 
washroom, all accessed from a central hallway. Decoration and ornamentation is 
minimal, with simple but sturdy woodwork throughout the building. In 1917, the 
hotel was expanded with a two storey addition to the rear, which contains a suite for 
the manager's family on the main floor and two additional rooms on the second floor. 
The community of Rosebud never did develop as envisioned; its population peaked at 
about 150 people in 1925 before crashing to a low of 65 by the end of the 1930s. The 
hotel was rarely profitable and went through nine owners, a mortgage foreclosure in 
1916 and a tax seizure in 1942, before its liquor license was revoked and the hotel 
was shut down in the 1960s. The Rosebud Hotel still stands as an excellent example 
of the type of hotels built in the early Alberta communities and the unrealized 
ambitions of these communities, promoters and businesses.
It is therefore considered that the preservation and protection of the resource is in the 
public interest.

(b)	in the definition of "report to securityholders", striking out "annual or

striking out "annual and interim financial statements" and substituting

Investment Fund Continuous Disclosure
1.	National Instrument 81-106 Investment Fund Continuous Disclosure is 
amended by this Instrument.
2.	Section 1.1 of National Instrument 81-106 is amended by
(a)	adding the following after the definition of "EVCC":
"financial statements" includes interim financial reports;,
(b)	repealing the definition of "net asset value" and substituting the 
following:
"net asset value" means the value of the total assets of the investment 
fund less the value of the total liabilities, other than net assets 
attributable to securityholders, of the investment fund, as at a specific 
date, determined in accordance with Part 14;,
(c)	adding the following after the definition of "non-redeemable 
investment fund":
"publicly accountable enterprise" means a publicly accountable 
enterprise as defined in the Handbook;, and

(2)	For financial years beginning on or after January 1, 2014, the 
financial statements of an investment fund must be prepared in 
accordance with Canadian GAAP applicable to publicly 
accountable enterprises.
(3)	Financial statements must be prepared in accordance with the 
same accounting principles for all periods presented in the 
financial statements..
7.	Section 2.7 of National Instrument 81-106 is amended by repealing 
subsection (2) and substituting the following:
(2)	For financial years beginning before January 1, 2014, audited financial 
statements must be accompanied by an auditor's report prepared in 
accordance with Canadian GAAS and the following requirements:
1.	The auditor's report must not contain a reservation or express a 
modified opinion.
2.	The auditor's report must identify all financial periods presented 
for which the auditor has issued an auditor's report.  
3.	If the investment fund has changed its auditor and a comparative 
period presented in the financial statements was audited by a 
different auditor, the auditor's report must refer to the former 
auditor's report on the comparative period.
4.	The auditor's report must identify the auditing standards used to 
conduct the audit and the accounting principles used to prepare 
the financial statements. 
(3)	For financial years beginning on or after January 1, 2014, audited 
financial statements must be accompanied by an auditor's report 
prepared in accordance with Canadian GAAS and the following 
requirements:
1.	The auditor's report expresses an unmodified opinion.
2.	The auditor's report identifies all financial periods presented for 
which the auditor has issued an auditor's report.  
3.	The auditor's report is in the form specified by Canadian GAAS 
for an audit of financial statements prepared in accordance with a 
fair presentation framework.
4.	The auditor's report refers to IFRS as the applicable fair 
presentation framework.
5.	If the investment fund has changed its auditor and a comparative 
period presented in the financial statements was audited by a 
predecessor auditor, the financial statements are accompanied by 
the predecessor auditor's report on the comparative period or the 
auditor's report refers to the predecessor auditor's report on the 
comparative period..
8.	Section 2.9 of National Instrument 81-106 is amended by

Notice of Adjustment to the Minor Injury Amount
(Insurance Act)
Pursuant to the Minor Injury Regulation, the maximum amount awarded for minor 
injuries is adjusted to $4,777 and is applicable to minor injuries caused in motor 
vehicle accidents occurring in Alberta, on or after January 1, 2014.
The following appendix sets out the method of calculating the adjustment to the 
minor injury amount.

APPENDIX
The maximum amount recoverable as damages for non-pecuniary losses for all minor 
injuries sustained by a claimant as a result of an accident occurring during the 2014 
calendar year is $4,777.
This amount is based on the annual change in the Alberta Consumer Price Index 
(CPI), and calculated using the following formulas:
(a)	The annual change in the Alberta CPI was calculated to one-tenth of a percentage 
point using the formula X = (A-B) / B where:
X is the annual change in the Alberta CPI;
A is the sum of the 12 individual monthly CPI indexes for the 12 month period 
ending on September 30, 2013; and
B is the sum of the 12 individual monthly CPI indexes for the 12 month period 
ending on September 30, 2012;
(b)	The result in (a) is multiplied by the 2013 minor injury amount and rounded to 
the nearest whole dollar to derive the increase in the minor injury amount for 
2014; and
(c)	The increase in (b) is added to the 2013 minor injury amount and rounded to the 
nearest whole dollar to establish the 2014 minor injury amount.

percentage point, is 0.01136 or 1.1 per cent.  The increase in the minor injury amount

nearest whole dollar, or $52.  Accordingly, the 2014 minor injury amount is set at 
$4,777.
