The Lieutenant Governor in Council orders that
(a)	effective January 1, 2010, the land described in Appendix A and shown on 
the sketch in Appendix B is separated from Camrose County and annexed to 
the City of Camrose,
(b)	any taxes owing to Camrose County at the end of December 31, 2009 in 
respect of the annexed lands are transferred to and become payable to the 
City of Camrose together with any lawful penalties and costs levied in 
respect of those taxes and the City of Camrose upon collecting those taxes, 
penalties and costs must pay them to Camrose County, and
(c)	the assessor for the City of Camrose must assess, for the purposes of 
taxation in 2010 and subsequent years, the annexed land and the assessable 
improvements to it, 
and makes the Order in Appendix C.

APPENDIX C 
ORDER
1	In this Order, "annexed land" means the land described in Appendix A and 
shown on the sketch in Appendix B.
2	For the purposes of taxation in 2010 and in each subsequent year up to and 
including 2024, the annexed land and the assessable improvements to it
(a)	must be assessed by the City of Camrose on the same basis as if they had 
remained in Camrose County, and
(b)	must be taxed by the City of Camrose in respect of each assessment class 
that applies to the annexed land and the assessable improvements to it using 
the lower of
(i)	the municipal tax rate established by the City of Camrose, or 
(ii)	the municipal tax rate established by Camrose County.
3(1)	Where in any taxation year a portion of the annexed land
(a)	is redesignated, at the request of or on behalf of the landowner, under the 
City of Camrose Land Use Bylaw,
(b)	becomes a new parcel of land created as a result of subdivision or separation 
of title by registered plan of subdivision or by instrument or any other 
method that occurs at the request of or on behalf of the landowner,
(c)	is the subject of a local improvement project described in a local 
improvement bylaw initiated by or on behalf of or with the support of the 
landowner pursuant to which the City of Camrose water and sanitary sewer 
services are made available to that portion of the annexed land, or
(d)	is connected to the water or sanitary sewer services provided by the City of 
Camrose
section 2 ceases to apply at the end of that taxation year in respect of that portion of 
the annexed land and the assessable improvements to it.
(2)	If, under subsection (1), section 2 ceases to apply to a portion of the annexed 
land in a taxation year, that portion of the annexed land and the assessable 
improvements to it must be assessed and taxed for the purposes of property taxes in 
the following year in the same manner as other property of the same assessment class 
in the City of Camrose is assessed and taxed.
4	The City of Camrose will pay to Camrose County the following in Canadian 
dollars:
(a)	$86,422.90 on or before December 31, 2010,
(b)	$75,117.50 on or before December 31, 2011, and
(c)	$67,815.59 on or before December 31, 2012.

Prairie Rose School Division No. 8, requesting the rearrangement of the wards 
and trustee(s) to be elected for each ward, passed on November 10, 2009, is

Golden Hills School Division No. 75, requesting the rearrangement of the wards

Horse Racing Amendment Rules
1	The Horse Racing Rules are amended by these rules.
2	The following is added after rule 170:
Out of competition testing program
170.1	(1)	Horse Racing Alberta may order that a biological sample, 
including but not limited to blood, hair, saliva and urine, be taken 
from a horse at any time or place and without prior notice.
(2)	When an order for a biological sample is made, the sample must be 
taken by a *licensed veterinarian designated by Horse Racing 
Alberta or an official veterinarian, to determine whether or not the 
horse has any *drug, *medication or *foreign substance in its 
system.
(3)	When an order for a biological sample is made by Horse Racing 
Alberta, the horse must be made available forthwith
(a)	by the *licensed owner or the *trainer of record of the horse, 
or 
(b)	if the licensed owner and trainer are not readily available, by 
any assistant trainer, or
(c)	if there is no assistant trainer, or if no assistant trainer is 
readily available, any groom employed by the trainer of 
record of the horse.
(4)	The failure or refusal, following notification to make a horse 
available forthwith for a biological sample to be taken in 
accordance with an order by Horse Racing Alberta is a violation 
under these rules and may result in one or more of the following:
(a)	the horse may be scratched from any race it is entered into or 
subsequently entered into;
(b)	the owner or trainer may be prohibited from entering any 
horse in future races in Alberta.
(5)	No licensee, other than those authorized by Horse Racing Alberta, 
may obtain biological samples from any horse located off the 
grounds of a race track for the purposes described in these rules.
(6)	Horse Racing Alberta may direct its laboratory to retain and 
preserve biological samples for future analysis.
(7)	Horse Racing Alberta may fix a time period that biological 
samples are to be stored, and may order the destruction of stored 
samples as it sees fit.
3	The following section is added after section 191:
Positive tests for prohibited substances
191.1	(1)	If on race day or at any other time a *horse tests positive in Alberta 
for any of the following classes of drugs, the horse may be 
declared by the *judges/stewards board to be ineligible to race for 
a period of up to 90 days after the date of the identification of the 
horse with the positive test, and will be placed on the *judges list:
(a)	Class I;
(b)	Class II;
(c)	Class III.
(2)	If a horse tests positive in a jurisdiction outside Alberta for any of 
the following classes of drugs, the horse may be declared by the 
judges/stewards board to be ineligible to race in Alberta for a 
period of up to 90 days from the date of the identification of the 
horse with the positive test:
(a)	Class I;
(b)	Class II;
(c)	Class III.
(3)	In subrules (1) and (2), Class 1, Class II, and Class III means the 
substances with that classification in the Uniform Classification 
Guidelines of Foreign Substances, published by Racing 
Commissions International or if there is no such classification, as 
determined by Horse Racing Alberta.
4	Rule 300 is amended by repealing clause (b) and substituting:
(b)	when a horse is racing
(i)	for the first time at the gait declared for it, it has preference for its first 
start over other horses, regardless of their preference dates;
(ii)	when a horse is entered for its second lifetime start it has preference 
over horses that have started twice or more and have an equal 
preference date to the single starter;
5	The Appendix [Dictionary of Definitions] is amended by striking out the 
definition of maiden and substituting:
maiden means a horse which, at the time of starting,
(a)	in the case of thoroughbred races, has never won a race on the flat at any 
recognized meeting, and includes a maiden that has been disqualified after 
finishing 1st in a race;
(b)	in the case of harness races,
(i)	has never won a heat or race at the gait at which it is entered to start and 
for which a purse is offered, excluding schooling races, or
(ii)	has never been awarded a winning purse after the official sign was 
posted,
but, if a maiden finishes 1st in a race for which a purse is offered and is 
subsequently disqualified, the horse does not lose its maiden classification;

becomes the owner of a parcel of land pursuant to subsection (1) acquires the land 
free of all encumbrances, except (a) encumbrances arising from claims of the Crown 
in right of Canada, (b) irrigation of drainage debentures, (c) registered easements and 
instrument, (d) right of entry orders."
Terms: On all improved property, one-third cash is required on the date of sale and 
the balance within 30 days. On all other property, one-third cash, with a minimum 
cash payment of $500, is required on the date of sale and the balance due being 
payable within 60 days of the date of sale, with interest at prime plus one per cent per 
annum calculated on the unpaid balance. All sales are subject to current taxes.
GST may apply on properties sold at the public auction.
Redemption may be effected by payment of all arrears of taxes and costs at any time 
prior to the sale.
