Notice of Intention to Designate a Provincial Historic Resource

File: Des. 1683
Notice is hereby given that sixty days from the date of service of this Notice and its
publication in Alberta Gazette, the Minister of Tourism, Parks, Recreation and
Culture intends to make an Order that the site known as the:
Urquhart Block, together with the land legally described as:

The land hereby described being coloured pink on a Plan attached to Day Book No.
6072R
Excepting thereout all mines and minerals
and municipally located at 4923 - 50 Avenue in the Town of Lacombe, Alberta
be designated as a PROVINCIAL HISTORIC RESOUCE under section 20 of the
Historical Resources Act, R.S.A. 2000 c. H-9.
The reasons for the designation are as follows:
The heritage value of the Urquhart Block lies in its fine representation of early
commercial architecture in Alberta.
Built in 1907, the Urquhart Block is situated in a historic Lacombe neighbourhood
distinguished by an uncommon triangular footprint created by the intersection of the
original land survey with the oblique alignment of the Calgary and Edmonton
Railway line. The block's triangular plotting and grouping of heritage buildings
makes it one of Alberta's premier collections of early twentieth century commercial
buildings. The peculiar shape of the block's footprint imparts to the Urquhart Block
building a unique feature: dual storefronts. Though the presence of two storefronts on
the building is unusual, the design of the storefronts is typical of Alberta's early
commercial buildings, featuring the division of their surfaces into three sections: the
main floors with recessed entrances, large display windows surmounted by transoms,
and bulkheads; second storeys separated from the first by sign bands and featuring the
symmetrical arrangement of multi-paned windows; and crowning cornices
surmounted by parapets and a central pediment. The yellow cement brick joined by
red mortar on each of the storefronts imparts a distinctive character to the building. It
is a vital contributor to the lively historic ambience of Lacombe's central business
district.
It is therefore considered that the preservation and protection of the resource is in the
public interest.
Dated this 12 day of July, A.D. 2007.
Bill Werry, Assistant Deputy Minister.

Notice of Intention to Disestablish Upper Bob Creek Ecological
Reserve and, Conclude a land exchange to consolidate the boundary
of the Black Creek Heritage Rangeland
(Wilderness Areas, Ecological Reserves, Natural Areas and Heritage
Rangelands Act)
Notice is hereby given that sixty days from the date of service of this Notice and its
publication in Alberta Gazette, the Minister of Tourism, Parks, Recreation and
Culture is intending to disestablish Upper Bob Creek Ecological Reserve and include
those lands in the surrounding Bob Creek Wildland and Black Creek Heritage
Rangeland.
In May 1999, the Bob Creek Wildland (20,778 hectares) and Black Creek Natural
Area (7,760 hectares and redesignated as the Black Creek Heritage Rangeland in
2003) were established. This protected a significantly larger portion of the Whaleback
area, including the ecological reserve.
Detailed assessment of these lands was completed prior to establishment of Bob
Creek Wildland and Black Creek Heritage Rangeland and specific management
recommendations were reviewed. One of these recommendations was to disestablish
the Upper Bob Creek Ecological Reserve and include all of these lands in the
surrounding Bob Creek Wildland and Black Creek Heritage Rangeland.
This proposal was reviewed through the management planning process with extensive
stakeholder and general public input. Further public notice of the proposed action was
provided through advertisements in the Edmonton Journal, Calgary Herald, Pincher
Creek Echo and Nanton News in April, 2007 and no submissions were received
regarding the proposed action.
A land exchange to consolidate the boundary of the Black Creek Heritage Rangeland
would also be completed. Approximately 27.3 hectares of land will be removed from
the heritage rangeland and approximately 30.6 hectares of land will be added.
The proposed action would affect the Upper Bob Creek Ecological Reserve, Bob
Creek Wildland and Black Creek Heritage Rangeland, located in Townships 10 - 13,
Ranges 1-3 West of the 5th Meridian.
Additional information regarding the proposed action and a detailed legal description
of the lands can be obtained by writing to the following address:
Alberta Tourism, Parks, Recreation and Culture
Parks, Conservation, Recreation and Sport Division
2nd floor Oxbridge Place
9820 - 106 Street
Edmonton, AB T5K 2J6
Persons wishing to submit written submissions related to the proposed action may
direct these to Brian Kelly, Director, Parks Program Coordination Branch at the above
address.
The proposed action would take place on or after October 15th, 2007.
Dated this 31st day of July, A.D. 2007.
Bill Werry, Assistant Deputy Minister.
