The reasons for the designation are as follows:
The heritage value of the Walker School in Bruderheim lies chiefly in its architectural 
significance as a good example of four-room schools and early twentieth century rural 
school design in Alberta. 
During the early twentieth century, the four-room school house was a common 
arrangement of space for schools being built in Alberta that required larger facilities 
than the traditional one-room school house could allow. The provincial government 
provided support to school districts through matching funds for construction, and by 
providing architectural plans. This explains why identical or very similar schools 
were built all over Alberta. The Provincial Archives of Alberta has plans for four-
room schoolhouses for 69 school districts, dating from 1913 through to 1964. 
Designed for the Bruderheim School District No. 1705 in 1928 by the Edmonton 
architectural firm of MacDonald and Magoon, the Walker School is a typical 
variation on the four-room plan. Built the following year, the school marked a 
significant advancement over the pioneer schools built previously by the Moravian 
settlers in the region. Separate boys' and girls' playrooms downstairs were topped by 
classrooms, a common science classroom upstairs, and a staff area upstairs. In this 
way the Walker School serves as a strong example of a quintessential school design in 
Alberta.

Section 20 of the HISTORICAL RESOURCES ACT, R.S.A. 2000 C. H-9.
The reasons for the designation are as follows:
The heritage value of the Northern Alberta Railway (N.A.R.) Station lies in its 
association with the development of transportation and agriculture in Sexsmith, a 
significant regional service centre in Northern Alberta and one of the province's most 
productive farming areas.  It also possesses heritage value as an excellent example of 
typical railway architecture and as a symbol of the centrality of railways in the 
settlement and agricultural development of Alberta.
In 1916, the Edmonton-Dunvegan and British Columbia (ED and BC) railway 
company was nearing completion of a spur line between Rycroft and Grande Prairie.  
The new railway line stimulated the creation of the townsite of Benville, located 
along the track just north of Grande Prairie.  Renamed Sexsmith shortly after its 
establishment, this new settlement was soon the centre of a thriving farming 
community, but because of the volatility of company finances, it did not get a proper 
railway station immediately.  Between 1919 and 1928, Sexsmith was serviced by a 
basic, inexpensive railway office and a warehouse.  It was not until 1928 that this 
railway station was built.  A year after the station's construction, the ED and BC line 
was taken over by the Canadian Pacific Railway (C.P.R.) and the Canadian National 
Railway (C.N.R.), who operated it jointly under a subsidiary company called 
Northern Alberta Railways (N.A.R.). Over the succeeding decades, this new station 
handled the storage and shipping of grain from one of the most productive 
agricultural regions in North America.  The real boom years of Sexsmith and area 
began during World War Two, when wartime prices and demand for grain resulted in 
massive agricultural exports.  During this period, the community often led all inland 
terminals in the British Empire in grain shipment.  By the mid-1950s, Sexsmith had 
nine elevators.  However, at the same time that the community's agricultural 
production was surging, its railway business was diminishing because of 
improvements in highways.  The N.A.R. Station closed in the early 1970s and was 
sold to a local farm implements dealer, who relocated and partially restored it.
One of the few remaining N.A.R. structures still extant in the province, the station is a 
'Type B' design, constructed by Kezer and Loven of Grande Prairie for the ED and 
BC.  This type of design is distinguished by its bell-cast roof and shed dormers; the 
maroon paint, added in 1929, marks it as an N.A.R. building.  The interior consisted 
of an office, waiting room, freight room, and washroom facilities on the main floor 
and living quarters for the station agent and his family on the upper level.  The main-
floor office also accommodated the district telegraph.  In the 1980s, the station was 
relocated close its original site and the restoration work was carried out.  The building 
is a powerful physical symbol of the significance of railways in the settlement of 
Alberta and the development of an agricultural economy.

Attachment A
The heritage value of the Canadian Northern Railway (C.No.R.) lies in its 
architectural significance as a fine example of a Third Class, Plan 100-29 railway 
station and in its symbolic value as an emblem of the central role of railways in 
opening the province to settlement and agriculture.  
In 1911, the C.No.R. constructed a "Third Class" station in Camrose according to the 
company's Plan 100-29.  Plan 100-29 was the third of four "Third Class" station 
designs developed for the C.No.R. by influential architect Ralph Benjamin Pratt.  
Each of the "Third Class" stations designed by Pratt was distinguished by its hip roof 
- a unique feature that immediately branded the stations as Canadian Northern 
constructions.   The main floor of the building accommodated a waiting room and 
office, while the upper level contained living quarters for the stationmaster.  The 
station also possessed a sizable, single storey wing that served as a baggage area.  
Initially, the building featured a shingled exterior as per C.No.R architectural plans.  
In 1918, the Canadian Northern Railway was amalgamated into the Canadian 
National Railway (C.N.R.); in 1937, the C.N.R. stuccoed the exterior - a common 
practice by the company to standardize the appearance of its stations, some of which 
it had absorbed from the defunct Canadian Northern and Grand Trunk Pacific 
(G.T.P.) Railway companies.  The Camrose C.No.R. Station is one of the oldest 
surviving examples of this particular type of depot in the province.  Two separate 
ancillary buildings - a tool shed and a workingman's shed - were moved to the site in 
the early 1920s; they are consistent with the types of outbuildings constructed by the 
C.No.R. during this period.  
With the gradual disappearance of early train stations from Alberta's communities, 
buildings like the Camrose C.No.R. Station have gained increased historic significance 
as potent structural reminders of the essential role that the railways played in 
establishing settlement and agricultural economy in the province.

The reasons for the designation are as follows:
The heritage value of the Canadian Northern Railway (C.No.R.) Station at 
Smoky Lake lies in its architectural significance as a fine example of a Third 
Class, Plan 100-72 railway station and in its symbolic value as an emblem 
of the central role of railways in opening the province to settlement and 
agriculture.  
In 1918, as World War One neared its conclusion, the federal government 
established the Soldiers' Settlement Board, an agency designed to assist 
returning veterans acquire land and reintegrate into civilian life.  In response 
to the initiative, the C.No.R. extended its line northeast of Edmonton to 
Smoky Lake, a community perceived to be an ideal venue for the repatriated 
soldiers.  In 1919, the C.No.R. built a "Third Class", Plan 100-72 station at 
Smoky Lake to serve the community.  The station was typical of small rural 
stations constructed at the time.  Designed by influential Winnipeg architect, 
Ralph Benjamin Pratt, the station featured a high hipped roof with gabled 
dormers - an architectural element that Pratt effectively developed into an 
instantly recognizable trademark for C.No.R. stations.  The main floor 
included a waiting area and office while the second storey provided living 
quarters for the station agent.  A baggage room to the west offered space for 
freight storage.  When it was initially built, the station's exterior was clad in 
wood shingling.  In 1920, the C.No.R. was amalgamated into the Canadian 
National Railway (C.N.R.); in 1936, the C.N.R. covered the shingle siding 
in stucco and added the company's corporate colours of forest green and 
gold to the building's trim - a standard C.N.R. practice that homogenized the 
appearance of stations along lines absorbed by the company.  The station 
was closed in the 1980s.  The Smoky Lake C.No.R. Station is one of the 
oldest surviving examples of this particular type of depot in Alberta.  
With the gradual disappearance of early train stations from Alberta's 
communities, buildings like the Smoky Lake C.No.R. Station have gained 
increased historic significance as potent structural reminders of the essential 
role that the railways played in establishing settlement and agricultural 
economy in the province.

The heritage value of Atlantic No. 3 Wild Well Site lies in its identity as the location of 
Alberta's greatest oilfield disaster.  As the place of this significant historic event, the 
site also garnered international notoriety, attracting worldwide interest and subsequent 
investment in the Alberta petroleum industry.  Atlantic No. 3 is additionally significant 
for initiating enhanced regulatory standards and the development of oil and gas related 
technology and well control training. 
1947 and 1948 were banner years for the oil and gas industry in Alberta.  With the 
tremendous gusher of Imperial Oil Well No. 1 (also known as Leduc No. 1) near 
Devon, the Province really entered into the oil age.  Several other significant strikes 
made Alberta Canada's leading petroleum producer.  On January 15, 1948 drilling 
proved successful at tycoon Frank MacMahon's nearby well, Atlantic No. 3.  Oil 
gushed out of the ground to a height of 150 feet. It was pressured by an estimated 15 
million cubic feet per day flow.  Such enormous pressure, unregulated by 'blow-out' 
precautions, led on March 15 to the fracturing of the surrounding area.  Natural gas and 
oil began to escape over a wide radius, causing serious concern and emergency 
measures.  On May 15, 1948 the Petroleum and Gas Conservation Board, through an 
Order-in-Council, took control of the well.  Over a million barrels of oil was produced 
and recovered from Atlantic No. 3 during a six month period, considered by many to 
be an unparalleled rate.  The well ran wild until September 6, when a spark from an 
unknown source ignited, causing the largest oil well disaster in Canadian history.  
Flames leapt more than one hundred feet in the air and billows of acrid smoke could be 
seen for more than one hundred miles, while the whole atmosphere around most of 
Alberta was perceptibly darkened.  Through the intervention of famous well control 
specialists Myron Kinley and Red Adair, the blaze was quelled by November 1948.  
Major news services reported the story worldwide, and film footage from the Atlantic 
No. 3 Wild Well Site blaze was featured on the Movietone News in theatres.  The 
disaster's notoriety, to the delight of industry leaders, conveyed the news of Alberta's 
extensive petroleum resources to the international market and brought international 
money into Alberta to finance the rapidly expanding oil industry.
After the disaster at the Atlantic No. 3 Wild Well Site, enhanced regulatory standards 
were mandated and initiated by the petroleum industry in Alberta.  The Petroleum and 
Gas Conservation Board, administered by the Alberta Government, required that the 
standards for blow out prevention be upgraded and that surface casing requirements be 
sufficient to withstand extremely high pressures.  Since the disaster, limited crop 
development has taken place on the Atlantic No. 3 Wild Well Site.  Environmental 
studies have been undertaken to assess and quantify the effects of the disaster on the 
area's soil, and have gleaned important information for subsequent rehabilitation of 
other areas impacted by petroleum-related accidents.  The site continues to yield 
scientific information to the University of Alberta and for the benefit of industry and 
the environment.

The reasons for the designation are as follows:
The Alberta Grain Company Grain Elevator possesses heritage value as one of the 
oldest extant elevators in the province built by one of its earliest grain companies, the 
Alberta Grain Company. It is also significant for its association with an unusual 
number of grain handling companies that feature prominently in Alberta's economic 
history: the Alberta Grain Company, the Alberta Pacific Grain Company, the Federal 
Grain Company and the Alberta Wheat Pool.
The construction of two rail lines to Edmonton - the Calgary and Edmonton (C & E) 
Railway in 1891 and the Canadian Northern Railway (CNoR) in 1905 - opened up 
central-northern Alberta to agricultural settlement and spurred the growth of a grain 
economy in the region.  In anticipation of the CNoR line being extended west to St. 
Albert, and caught up in the optimism about the area's prospects for development, the 
Alberta Grain Company built the elevator in 1906  (although the line was not 
extended for another three years).  The 30, 000 bushel, rectangular, gasoline-powered 
structure is one of the earliest extant elevators in Alberta; indeed, the first elevator of 
this type in Alberta had been built only ten years before.  

The Alberta Grain Company Grain Elevator also provides rare structural evidence of 
an unusual number of companies who played leading roles in the province's grain 
economy.  The building was owned by the Alberta Grain Company, the Alberta 
Pacific Grain Company, the Federal Grain Company, and finally acquired by the 
Alberta Wheat Pool in 1972.  The elevator was extensively remodeled in 1937 to 
increase its capacity, by raising the structure vertically in order to enlarge the bins.  
This was a technique for moving higher volumes of grain before the construction of 
adjacent annexes became common.  Consequently the elevator was able to operate 
until 1989 when St. Albert was closed as a railway point for grain export.  
Together, the 1906 Alberta Grain Company Grain Elevator and the 1929 
Alberta Wheat Pool Grain Elevator form an elevator row that is a landmark 
for the community of St. Albert.

The historical significance of the Alberta Wheat Pool (A.W.P.) Grain Elevator lies in 
its ability to provide structural evidence of the activities of the A.W.P., which played 
a critical role in the political, economic and social life of the province's farmers 
throughout the twentieth century.
The grain economy of central Alberta was established at the turn of the twentieth 
century when the region was opened for settlement by the construction of two 
railways to Edmonton.  The Canadian Northern (after 1919, the Canadian National) 
Railway then reached St. Albert in 1909.  In 1929, the A.W.P. constructed the 
agricultural district's largest grain elevator to date, just east of the town's first 
elevator (built by the Alberta Grain Company in 1906).  The 1929 35,000 bushel 
elevator was derived from the standard plans used by the A.W.P. at the end of the 
1920s as it was undergoing its initial period of rapid expansion.  This is one of the 
oldest remaining A.W.P. elevators.
The elevator is also significant for its association with the Alberta Wheat Pool, a 
cooperative founded in 1923 during the administration of the United Farmers of 
Alberta (1921-35).  Like other wheat pools, it sought to maximize returns to farmers 
by marketing their grain directly to the Central Selling Agency in Winnipeg, 
providing an alternative to selling through middlemen and the Grain Exchange.  By 
the mid-twentieth century the A.W.P. had more elevators in Alberta than any other 
company.  In 1967 it acquired the neighbouring Alberta Grain Company Elevator in 
St. Albert.  The A.W.P. Grain Elevator retains a good degree of integrity and is a rare 
example of an A.W.P. elevator, as many have been demolished and the Pool merged 
into Agricore in 1998. 
The grain elevator's tall silhouette became an icon for the prairie west in the first half 
of the century.  The Alberta Grain Company Grain Elevator and the Alberta Wheat 
Pool Grain Elevator form an elevator row that is a landmark for the community of St. 
Albert.

PART 1	AMENDMENT TO THE ALBERTA SECURITIES COMMISSION 
RULES (GENERAL)

1.1 	Amendment - The following is added after Part 16:
Part 16.1
Civil Liability for Secondary Market Disclosure

192.1	In this Part, "equity security" means any security of an issuer that carries the 
residual right to participate in

        (a)	the earnings of the issuer, and

(b)	the assets of the issuer on the liquidation or the winding-up of the 
issuer.

192.2	For the purposes of Part 17.01 of the Act, "market capitalization" means, in 
respect of an issuer, the amount determined as follows:

(a)	for each class of equity securities for which there is a published 
market, determine the sum of the number of outstanding securities 
of the class at the close of trading on each of the 10 trading days 
before the day on which the misrepresentation was made or the 
failure to make timely disclosure first occurred;

(b)	divide the sum determined under clause (a) by 10;

(c)	multiply the quotient determined under clause (b) for each class by 
the trading price of the securities of the class on the principal 
market for the securities for the 10 trading days before the day on 
which the misrepresentation was made or the failure to make 
timely disclosure first occurred;
(d)	add the amounts determined under clause (c) for each class of 
equity securities for which there is a published market;
(e)	for each class of equity securities not traded on a published market, 
determine the fair market value of the outstanding securities of that 
class as of the day on which the misrepresentation was made or the 
failure to make timely disclosure first occurred;
(f)	add the amounts determined under clause (e) for each class of 
equity securities not traded on a published market; and
(g)	add the amount determined under clause (d) to the amount 
determined under clause (f) to determine the market capitalization 
of the issuer.

192.3  For the purposes of Part 17.01 of the Act, "principal market" means, in respect 
of a class of securities of a responsible issuer,

(a)	the published market in Canada on which the greatest volume of 
trading in securities of that class occurred during the 10 trading 
days before the day on which the misrepresentation was made or 
the failure to make timely disclosure first occurred, or

(b)	the published market on which the greatest volume of trading in 
securities of that class occurred during the 10 trading days before 
the day on which the misrepresentation was made or the failure to 
make timely disclosure first occurred, if securities of that class are 
not traded during those 10 trading days on a published market in 
Canada.

192.4  For the purposes of Part 17.01 of the Act, "trading price" means, in respect of a 
security of a class of securities for which there is a published market, the amount 
determined under the following rules:

(a)	subject to clauses (b) and (c), the trading price of the security is the 
volume weighted average price of securities of that class on the 
published market during the period for which the trading price is to 
be determined;

(b)	subject to clause (c), if there was trading in the securities of that 
class in the published market on fewer than half of the trading days 
during the period for which the trading price of the securities is to 
be determined, the trading price of the security is determined as 
follows:

(i)	calculate the sum of the average of the highest bid and 
lowest ask prices for each trading day in the period on 
which there were no trades in securities of that class in 
the published market,

(ii)	divide the amount determined under subclause (i) by the 
number of trading days on which there were no trades in 
securities of that class in the published market,

(iii)	add to the amount determined under subclause (ii) the 
volume weighted average price of securities of that class 
on the published market for those trading days on which 
securities of that class were traded, 

(iv)	divide by two the amount determined under subclause 
(iii);

(c)	if there were no trades of securities of that class in the published 
market during the period for which the trading price is to be 
determined, the trading price of the security is the fair market 
value of the security.

192.5(1)  Part 17.01 of the Act applies to the acquisition of an issuer's security 
pursuant to an exemption from section 110 of the Act that is set out in clause 2.8 of 
National Instrument 45-102 Resale of Securities, which exemption is prescribed for 
the purposes of section 211.02 (b) of the Act.
