PUBLIC SERVICE PENSION PLAN (2007 CONTRIBUTION 
RATE INCREASE) AMENDMENT REGULATION

For information only:   Made by the Public Service Pension Board on June 8, 2006 
pursuant to Schedule 2, section 5(2) of the Public Sector Pension Plans Act. 
1   The Public Service Pension Plan (AR 368/93) is amended 
by this Regulation.

2   Section 13(1) is amended
	(a)	in clause (a) by striking out "6.17%" and substituting 
"6.69%";
	(b)	in clause (b) by striking out "8.81%" and 
substituting "9.55%".

3   Section 15(1) is amended
	(a)	in clause (a) by striking out "6.17%" and substituting 
"6.69%";
	(b)	in clause (b) by striking out "8.81%" and 
substituting "9.55%".

4   This Regulation comes into force on January 1, 2007.

Alberta Regulation 185/2006
Fisheries (Alberta) Act
FISHERIES (MINISTERIAL) (COMPETITIVE FISHING EVENT 
LICENCE) AMENDMENT REGULATION

(M.O. 09/06) on July 18, 2006 pursuant to section 44 of the Fisheries (Alberta) Act. 
1   The Fisheries (Ministerial) Regulation (AR 220/97) is 
amended by this Regulation.

2   Section 1 is amended
	(a)	by renumbering it as section 1(1);
	(b)	in subsection (1) by repealing clause (c) and 
substituting the following:
	(c)	"fish handling facilities" means, in relation to a 
competitive fishing event, the places other than in a boat 
where fish retained for the purposes of the event are or 
will be temporarily held or handled and any gloves, 
nets, chutes, surfaces or equipment used in handling or 
conveying the fish.
	(c)	by adding the following after subsection (1):
(2)  Definitions and other general interpretation provisions, if 
any, in the General Fisheries (Alberta) Regulation 
(AR 203/97) apply with respect to the interpretation of this 
Regulation.

3   Section 2(1) is amended
	(a)	by adding the following after clause (a):
	(a.1)	"competitive fishing" means the fishing activities 
involved in a competitive fishing event;
	(a.2)	"competitive fishing event" means an organized fishing 
with hook and line gear competition that
	(i)	is scheduled to run for a day or a portion of a day 
or 2 or more consecutive days at one single 
specified body of water, and
	(ii)	has 26 or more competitive fishing event 
participants competing for prizes to be awarded on 
the basis of the species, size, weight or number, or 
any 2 or more of those criteria, of fish taken;
	(a.3)	"competitive fishing event participant" means an 
individual who is lawfully entitled to fish under the 
applicable conditions and who is lawfully recorded as a 
participant in a competition referred to in clause (a.2) by 
the holder of the relevant competitive fishing event 
licence;
	(b)	by adding the following after clause (c):
	(c.1)	"game fish" means fish of a species set out in Part 1 of 
Schedule 1 to the Alberta Fishery Regulations, 1998 
under the Fisheries Act (Canada);

4   Schedule 1 is amended
	(a)	by repealing the words following the "NOTE" at the 
beginning of the Schedule, commencing with "For 
the purposes only" and ending with "after the 
commencement of that Regulation";
	(b)	by repealing Items 5 and 6 and substituting the 
following:
	5   	Fish research licence	$    0
	6   	Fish stocking licence	$    0
	(c)	by adding the following after Item 8:
	9   	Competitive fishing event licence	$  25

ASSURED INCOME FOR THE SEVERELY HANDICAPPED 
AMENDMENT REGULATION

1   The Assured Income for the Severely Handicapped 
Regulation (AR 203/99) is amended by this Regulation.

2   Section 1 of Schedule 1 is amended by adding the 
following after clause (ii):
	(jj)	all or part of a payment or refund received from the 
Government of Alberta or the Government of Canada, as 
designated by the Minister.

AUTOMOBILE INSURANCE RATE BOARD 
FEES AMENDMENT REGULATION

1   The Automobile Insurance Rate Board Fees Regulation 
(AR 179/2005) is amended by this Regulation.

2   Section 4 is amended by adding the following after 
subsection (4):
(5)  On application by an insurer, the Board may, in its discretion, 
waive or reduce the fee under subsection (1) or reduce the costs 
charged to the insurer for engaging the services of an actuary for 
the purpose of carrying out an approval or review under subsection 
(1).

Provincial Offences Procedure Act
PROCEDURES AMENDMENT REGULATION

on July 26, 2006 pursuant to section 42 of the Provincial Offences Procedure Act. 
1   The Procedures Regulation (AR 233/89) is amended by 
this Regulation.

2   Section 1 is amended by adding the following after 
clause (a):
	(a.1)	"electronic violation ticket" means a violation ticket that is in 
the form of an electronic document;
	(a.2)	"JOIN" means the Justice Online Information Network 
administered by the Minister of Justice and Attorney 
General;

3   Section 13(4) is amended by striking out "or Form 2.1" and 
substituting ", Form 2.1 or Form 2.2".

4   The following is added after section 13:
Electronic violation tickets
13.1(1)  The Court may use electronic violation tickets in carrying 
out the Court's functions in proceedings under Part 3 of the Act if 
all of the following apply:
	(a)	the defendant described in the electronic violation ticket 
is charged under section 160 of the Traffic Safety Act or 
the offence notice relates to an alleged parking 
violation;
	(b)	the certificate of offence included in the electronic 
violation ticket
	(i)	contains the date that the offence notice was sent 
by ordinary mail to the defendant's address,
	(ii)	is endorsed in accordance with section 13.2 by the 
peace officer who issued the electronic violation 
ticket, and
	(iii)	is filed with the Court in accordance with 
subsection (2);
	(c)	the information referred to in clause (b)(i) and in section 
13(2) that is included in the electronic violation ticket 
cannot be altered after the electronic violation ticket has 
been transmitted to JOIN.
(2)  The certificate of offence included in an electronic violation 
ticket is filed with the Court if
	(a)	it has been transmitted to JOIN, and
	(b)	the data necessary to display or print the certificate of 
offence in Part 1 of Form 2.2 of Schedule 1 for any 
purpose under the Act has been stored in JOIN.
Endorsement of electronic violation tickets
13.2(1)  In this section, "identification information" means a 
peace officer's name, badge or regiment number and the name of 
the law enforcement agency that the peace officer represents.
(2)  The certificate of offence included in an electronic violation 
ticket must, instead of being signed by the peace officer referred to 
in section 31(2)(a) of the Act, be endorsed by the peace officer in a 
manner
	(a)	that electronically generates the peace officer's 
identification information and associates it with the 
certificate of offence, and
	(b)	that is reasonably secure against unauthorized use.
(3)  A manner of endorsement is presumed to be reasonably secure 
against unauthorized use if it is protected by a password issued in 
confidence to the peace officer whose identification information it 
generates.

5   Schedule 1 is amended by adding Form 2.2 attached to 
this Regulation after Form 2.1.
