DRIVER TRAINING AND DRIVER EXAMINATION 
AMENDMENT REGULATION

For information only:   Made by the Minister of Infrastructure and Transportation 
(M.O. 05/06) on April 12, 2006 pursuant to section 64 of the Traffic Safety Act. 
1   The Driver Training and Driver Examination Regulation 
(AR 316/2002) is amended by this Regulation.

2   Section 24(3) is repealed and the following is 
substituted:
(3)  Despite section 21(1)(a), the Registrar may issue an instructor's 
licence that authorizes the holder to give classroom driver training to 
an applicant who
	(a)	does not hold an operator's licence, or
	(b)	holds a Class 3 or 5 operator's licence but does not hold a 
Class 1, 2 or 4 operator's licence.

APPRENTICESHIP REGULATIONS AMENDMENT REGULATION

1   The Apprenticeship Program Regulation (AR 258/2000) is 
amended in section 15
	(a)	in subsection (2) by striking out "Where" and 
substituting "Subject to subsection (2.1), where";
	(b)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program that has 3 or more 
periods and has completed all the requirements required or 
approved by the Board for advancement into the final period of 
the apprenticeship program.

2   The Agricultural Equipment Technician Trade Regulation 
(AR 259/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

3   The Appliance Service Technician Trade Regulation 
(AR 260/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 3rd period of that 
apprenticeship program.

4   The Auto Body Technician Trade Regulation 
(AR 117/2002) is amended in section 18
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(b)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the auto body repairer 
branch of the trade and has completed all the requirements 
required or approved by the Board for advancement into the 
3rd period of that apprenticeship program.
5   The Automotive Service Technician Trade Regulation 
(AR 262/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

6   The Baker Trade Regulation (AR 263/2000) is amended in 
section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 3rd period of that apprenticeship 
program.

7   The Boilermaker Trade Regulation (AR 264/2000) is 
amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(b)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 3rd period of that 
apprenticeship program.

8   The Bricklayer Trade Regulation (AR 265/2000) is 
amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 3rd period of that apprenticeship 
program.

9   The Cabinetmaker Trade Regulation (AR 266/2000) is 
amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

10   The Carpenter Trade Regulation (AR 267/2000) is 
amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(b)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

11   The Communication Technician Trade Regulation 
(AR 312/2002) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

12   The Concrete Finisher Trade Regulation (AR 269/2000) 
is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 3rd period of that 
apprenticeship program.

13   The Cook Trade Regulation (AR 271/2000) is amended 
in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 3rd period of that 
apprenticeship program.

14   The Crane and Hoisting Equipment Operator Trade 
Regulation (AR 272/2000) is amended in section 9
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(b)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the mobile crane 
branch of the trade and has completed all the requirements 
required or approved by the Board for advancement into the 
3rd period of that apprenticeship program.

15   The Electrical Motor Systems Technician Trade 
Regulation (AR 273/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

16   The Electrician Trade Regulation (AR 274/2000) is 
amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

17   The Electronic Technician Trade Regulation 
(AR 275/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

18   The Elevator Constructor Trade Regulation 
(AR 276/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

19   The Floorcovering Installer Trade Regulation 
(AR 277/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 3rd period of that 
apprenticeship program.

20   The Gasfitter Trade Regulation (AR 279/2000) is 
amended in section 9
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(b)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the gasfitter (A) 
branch of the trade and has completed all the requirements 
required or approved by the Board for advancement into the 
3rd period of that apprenticeship program.

21   The Glazier Trade Regulation (AR 280/2000) is amended 
section 9
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(b)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the glazier branch of 
the trade and has completed all the requirements required or 
approved by the Board for advancement into the 4th period of 
that apprenticeship program.

22   The Heavy Equipment Technician Trade Regulation 
(AR 282/2000) is amended
	(a)	in section 9
	(i)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(ii)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who 
is engaged in an apprenticeship program in the heavy 
equipment technician branch of the trade and has 
completed all the requirements required or approved by 
the Board for advancement into the 4th period of that 
apprenticeship program.
	(b)	in section 15
	(i)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(ii)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who 
is engaged in an apprenticeship program in the heavy 
duty equipment mechanic (off road) branch of the trade 
and has completed all the requirements required or 
approved by the Board for advancement into the 3rd 
period of that apprenticeship program.

(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

24   The Insulator Trade Regulation (AR 284/2000) is 
amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that

25   The Ironworker Trade Regulation (AR 285/2000) is 
amended in section 10
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (2.1), a person";
	(b)	by adding the following after subsection (2):
(2.1)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the ironworker branch 
of the trade and has completed all the requirements required or 
approved by the Board for advancement
	(a)	into the 4th period of that apprenticeship program, as 
described in section 8(5), or
	(b)	into the 2nd period of that apprenticeship program, as 
described in section 9(2).

26   The Landscape Gardener Trade Regulation 
(AR 286/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 4th period of that 
apprenticeship program.

27   The Lather-interior Systems Mechanic Trade Regulation 
(AR 287/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has

28   The Locksmith Trade Regulation (AR 288/2000) is 
amended in section 5

37   The Recreation Vehicle Service Technician Trade 
Regulation (AR 299/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and

(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has

38   The Refrigeration and Air Conditioning Mechanic Trade 
Regulation (AR 300/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and

	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has

39   The Roofer Trade Regulation (AR 301/2000) is amended 
in section 5
	(a)	in subsection (2) by striking out "A person" and

engaged in an apprenticeship program in the trade and has

40   The Sawfiler Trade Regulation (AR 302/2000) is 
amended

42   The Sprinkler Systems Installer Trade Regulation 
(AR 304/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and

(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has

43   The Steamfitter - Pipefitter Trade Regulation 
(AR 305/2000) is amended in section 5
	(a)	in subsection (2) by striking out "A person" and

(3)  Subsection (2) does not apply to an apprentice who is

44   The Structural Steel and Plate Fitter Trade Regulation 
(AR 306/2000) is amended in section 5

Regulation (AR 307/2000) is amended in section 5

(3)  Subsection (2) does not apply to an apprentice who is

48   The Welder Trade Regulation (AR 311/2000) is amended 
in section 5
	(a)	in subsection (2) by striking out "A person" and 
substituting "Subject to subsection (3), a person";
	(b)	by adding the following after subsection (2):
(3)  Subsection (2) does not apply to an apprentice who is 
engaged in an apprenticeship program in the trade and has 
completed all the requirements required or approved by the 
Board for advancement into the 3rd period of that 
apprenticeship program.

49   This Regulation comes into force on May 1, 2006.

CROWN'S RIGHT OF RECOVERY AMENDMENT REGULATION

For information only:   Made by the Lieutenant Governor in Council (O.C. 185/2006) 
on April 26, 2006 pursuant to section 96 of the Hospitals Act. 
1   The Crown's Right of Recovery Regulation (AR 163/96) is 
amended by this Regulation.

2   Section 6 is amended by striking out "April 30, 2006" and 
substituting "April 30, 2011".

INSURANCE COUNCILS AMENDMENT REGULATION

on April 26, 2006 pursuant to section 498 of the Insurance Act. 
1   The Insurance Councils Regulation (AR 126/2001) is 
amended by this Regulation.
2   Section 6 is amended
	(a)	in subsection (2) by striking out "(b) or (c)";
	(b)	in subsection (3) by striking out "(b), (c) or (d)";
	(c)	in subsection (4) by striking out "(b) or (c)".

3   Section 8 is amended by repealing subsections (3) and 
(4) and substituting the following:
(3)  An individual appointed or elected to a council may not serve 
more than 2 consecutive terms as a member of that council.
(4)  An individual who serves 2 consecutive terms on one council 
must wait 3 years before the individual is eligible to be a member 
of that council.

4   Section 10(3) is amended by adding "and the Accreditation 
Committee under section 29 of the Insurance Agents and Adjusters 
Regulation (AR 122/2001)" after "other councils".

5   Section 13(2) is amended
	(a)	in clause (b) by striking out "3" and substituting "4", 
by striking out "business," and substituting "business 
and",  and by striking out "and are employed by a 
licensed insurer that restricts its agents from acting as 
insurance agents for other insurers";
	(b)	by repealing clause (c);
	(c)	in clauses (d) and (e) by striking out "3" and 
substituting "4".

6   Section 15 is amended by adding the following after 
subsection (4):
(5)  Subsections (3) and (4) do not apply to an individual appointed 
to the Appeal Board under section 13(2)(a).

7   Section 16 is amended
	(a)	in subsection (2)(e) by striking out "$100" and 
substituting "$200";
	(b)	in subsection (3) by striking out "notify the Minister 
and".

8   Section 17(1) is amended by striking out "Minister" and 
substituting "Superintendent" and by striking out "the 
Superintendent's".

9   Section 18(1) is amended by striking out "being Order in 
Council numbered O.C. 108/2000".

10   Section 19(2)(a) is amended by striking out "Minister" 
and substituting "Superintendent".

11   Section 23(a) is amended by adding "renew, reinstate or" 
after "refusal to" and by striking out "cancellation" and 
substituting "revocation".

12   Section 29 is amended
	(a)	in clause (c) by adding "in respect of a matter referred to 
in section 480(1)(a) of the Act" after "individual";
	(b)	by adding the following after clause (c):
	(c.1)	a penalty under section 480 of the Act has been levied 
against the individual in the preceding 5 years in respect 
of a matter referred to in section 480(1)(b), (c), (d) or 
(e) of the Act,

13   Section 35 is repealed.

14   Section 37 is amended by striking out "May 1, 2006" and 
substituting "April 30, 2016".

15   Section 38 is amended by striking out "(SA 1999 cI-5.1)".

CROWN'S RIGHT OF RECOVERY (MINISTERIAL) 
AMENDMENT REGULATION

For information only:   Made by the Minister of Health and Wellness (M.O. 8/2006) 
on April 10, 2006 pursuant to section 96(2) of the Hospitals Act. 
1   The Crown's Right of Recovery (Ministerial) Regulation 
(AR 160/96) is amended by this Regulation.

2   Section 2(e) is repealed and the following is substituted:
	(e)	the Crown's cost for program benefits under the Aids to 
Daily Living Program, as established by the Minister 
responsible for the administration of the Alberta Aids to 
Daily Living Program, that have been provided to the 
beneficiary;

3   Section 10 is amended by striking out "April 30, 2006" and 
substituting "April 30, 2011".
