WHEREAS, pursuant to sections 3 and 4 of the Employment and Immigration Grant Regulation (AR 94/2009), the Minister may make grants for any purpose related to any program, service or matter under the administration of the Minister, and establish eligibility criteria for grants;

 

I, Christina Gray, Minister of Labour hereby:

 

1         Designate the Foreign Qualification Recognition Grant as a program grant.

 

2         Establish the eligibility criteria set forth in the attached Schedule A.

 

3         Rescind the Grant Eligibility Criteria and Delegation of Authority under the Employment and Immigration Grant Regulation dated May 1, 2012, from Steve MacDonald, Deputy Minister (Alberta Human Services).

Schedule A

CRITERIA FOR GRANT AGREEMENTS

Foreign Qualification Recognition Grant

 

Purpose/Objective

To create positive and significant change in the foreign qualifications recognition (FQR) processes in Alberta,† aligned with actions described in A Foreign Qualification Recognition Plan for Alberta (FQR Plan); including developing:

              i.      easily accessible, current, accurate and understandable information on the steps to recognize the international qualifications of newcomers to Alberta;

            ii.      fair, transparent and accountable international qualification assessment practices† while maintaining Alberta standards;

          iii.      programs and practices that enable immigrants to bridge the gaps between their qualifications and the standards required in Alberta; and

           iv.      programs and practices that help employers to recruit and retain skilled immigrants to the workplace.

Eligibility

Eligible applicants are Albertaís FQR stakeholders including, but not limited to, the following:

         Professional regulatory organizations;

         Educational institutions;

         Immigrant serving organizations;

         Employers;

         Industry associations;

         Human resources associations;

         Non-profit organizations;

         Consulting firms;

         Unions.

Eligible projects must follow the conditions outlined in the relevant invitation to apply.

Eligible projects must be time-limited.

Eligible projects must not duplicate existing programs and services.

Grant amount

The annual program funding is determined based on the departmentís priorities and available budget.† The amount provided to individual projects will be determined by an assessment of the level of funding required for the project, the number of eligible applicants, and availability of funds.

Project extension:

Extension of the project might be considered subject to, but not limited to, the following:

         Successful outcomes of the project;

         Departmentís priorities;

         Cost effectiveness of the project extension;

         Availability of funding.
