Climate Change and Emissions Management Act

The Act addresses carbon dioxide, methane and other specified gas emissions that contribute to climate change. The Act establishes intensity-based targets to reduce emissions, mandatory reporting requirements, and a Climate Change and Emissions Management Fund to support initiatives to reduce specified gas emissions or Alberta’s ability to adapt to climate change. It also describes authorities and measures to ensure compliance with the legislation.

Renewable Fuels Standard Regulation

Specified Gas Emitters Regulation

The regulation requires large final emitters of greenhouse gases (facilities emitting 100,000 tonnes of CO2 equivalent or more in 2003 or any subsequent year) to reduce their net emissions on an intensity basis on a graduated schedule once the facility begins operations. The regulation also enables facilities facing high carbon costs and vulnerability to competitive market conditions the option to "opt-in" to the regulation in 2017. The regulation provides options for compliance: emissions reduction on-site, emission offsets, or payment to the Climate Change and Emissions Management Fund.
