Preamble

WHEREAS Her Majesty, Queen Elizabeth II, is celebrating Her Golden Jubilee in 2002, marking 50 years since Her Accession to the Throne; and

WHEREAS Her Majesty has expressed Her desire that the Golden Jubilee celebrations be an occasion to acknowledge and thank all those who support and contribute to our communities through public service and voluntary endeavour; and

WHEREAS the Golden Jubilee provides a special opportunity for Alberta to recognize the contributions of our youth, to honour their outstanding achievements, to assist the future development of Alberta youth and to promote citizenship as a cornerstone of our society; and


WHEREAS the Government of Alberta desires to mark this momentous occasion by designating special awards and scholarships that honour Alberta youth who demonstrate excellence in citizenship through leadership, community service and volunteerism and who demonstrate outstanding ability in the visual and performing arts;

THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Alberta, enacts as follows:

Definitions

1   In this Act,

                           (a)    “Alberta Heritage Scholarship Fund” means the Alberta Heritage Scholarship Fund created and continued by the Alberta Heritage Scholarship Act;

                           (b)    “Minister” means the Minister determined under section 16 of the Government Organization Act as the Minister responsible for this Act.

 

Establishment of awards and scholarships

2   The following awards and scholarships are hereby established:

                           (a)    Queen’s Golden Jubilee Citizenship Medal;

                           (b)    Queen’s Golden Jubilee Scholarship for the Visual and Performing Arts;

                           (c)    Premier’s Citizenship Award in Recognition of the Queen’s Golden Jubilee.

 

Granting of awards and scholarships

3(1)  The Premier may grant the Premier’s Citizenship Award in Recognition of the Queen’s Golden Jubilee each year to one student in each high school in Alberta who has made a significant contribution to his or her community through good citizenship, leadership, community service activities and volunteering.

(2)  The Minister may grant the Queen’s Golden Jubilee Citizenship Medal each year to the most outstanding students among those receiving an award under subsection (1).

(2.1)  The maximum number of outstanding students who may be granted the Queen’s Golden Jubilee Citizenship Medal under subsection (2) is the number established by the regulations.

(3)  The Minister may grant the Queen’s Golden Jubilee Scholarship for the Visual and Performing Arts each year to 2 students who have demonstrated outstanding ability in the visual or performing arts.

(4)  The awards and scholarships granted under this section shall consist of,

                           (a)    in the case of the Premier’s Citizenship Award in Recognition of the Queen’s Golden Jubilee, the recognitions prescribed by the regulations,

                           (b)    in the case of the Queen’s Golden Jubilee Citizenship Medal, $5000 for each student selected and other recognitions prescribed by the regulations, and

                           (c)    in the case of the Queen’s Golden Jubilee Scholarship for the Visual and Performing Arts, $5000 for each student selected and other recognitions prescribed by the regulations.

Alberta Heritage Scholarship Fund

4(1)  The Queen’s Golden Jubilee Scholarship for the Visual and Performing Arts shall be paid out of the Alberta Heritage Scholarship Fund.

(2)  Sections 5 and 7(b) of the Alberta Heritage Scholarship Act apply with the necessary changes to the Queen’s Golden Jubilee Scholarship for the Visual and Performing Arts and a reference to Minister in those sections is deemed to be a reference to the Minister referred to in section 3(3) of this Act.

Regulations

5   The Lieutenant Governor in Council may make regulations

                           (a)    varying the amounts of the awards and scholarships referred to in section 3;

                           (b)    respecting the form of recognitions referred to in section 3;

                           (c)    respecting the granting of the awards and scholarships;

                        (c.1)    respecting the number of outstanding students who may be granted the Queen’s Golden Jubilee Citizenship Medal;

                           (d)    respecting the qualifications of and residence requirements for applicants for awards and scholarships;

                           (e)    respecting the terms and conditions on which awards and scholarships may be provided and used.
