Executive Council

1(1)   The President of Executive Council continues as the Minister responsible for the following enactments:

                               (a)    Alberta Order of Excellence Act;

                              (b)    repealed AR 172/2016 s2;

                               (c)    Family Day Act.

(2)  The responsibility for the following enactments is transferred to the President of Executive Council:

                               (a)    Constitutional Referendum Act;

                              (b)    section 11 of the Government Organization Act and sections 6 and 7 of Schedule 6 to the Government Organization Act;

                               (c)    repealed AR 152/2017 s2.

(3)  The responsibility for section 1 of Schedule 6 to the Government Organization Act is transferred to the common responsibility of the President of Executive Council and the Minister of Economic Development and Trade.

(4)  The responsibility for that part of the public service associated with the parts of the appropriation transferred under subsection (5) is transferred to the President of the Executive Council.

(5)  The responsibility for the administration of the unexpended balance of program 2, Intergovernmental Relations, except the portion transferred to the responsibility of the Minister of Economic Development and Trade under section 4.1(6)(b), of the 2015‑16 Government appropriation under the Appropriation (Interim Supply) Act, 2015 (No.2) for International and Intergovernmental Relations is transferred to the President of Executive Council.

Children’s Services

3.1(1)  The responsibility for the following enactments is transferred to the Minister of Children’s Services:

                              (d)    Children First Act;

(2)  The responsibility for sections 128(1)(a) and (3) and 131(2)(b) of the Child, Youth and Family Enhancement Act is transferred to the common responsibility of the Minister of Children’s Services, the Minister of Community and Social Services and the Minister of Health.

(3)  The powers, duties and functions of the Minister in the Human Services Grants Regulation (AR 25/2016) are transferred to the common responsibility of the Minister of Children’s Services, the Minister of Community and Social Services and the Minister of Status of Women.

(4)  The responsibility for that part of the public service associated with the parts of the appropriation transferred under subsection (5) is transferred to the Minister of Children’s Services.

(5)  The responsibility for the administration of the unexpended balance of the following parts of the 2016-17 Government appropriation for Human Services is transferred to the Minister of Children’s Services:

                               (a)    program 6, Child Intervention;

                              (b)    element 7.1, Program Planning and Delivery, of program 7, Child Care;

                               (c)    element 8.2, Youth in Transition, of program 8, Early Intervention Services for Children and Youth;

                              (d)    the portions of program 1, Ministry Support Services, related to the parts of the appropriation transferred under clauses (a), (b) and (c).

(6)  Notwithstanding section 3.2(8), the responsibility for that part of the public service associated with the parts of the appropriation transferred under subsection (7) is transferred from the Minister of Community and Social Services to the Minister of Children’s Services.

(7)  Notwithstanding section 3.2(9), the responsibility for the administration of the unexpended balance of the following parts of the 2016‑17 Government appropriation for Human Services is transferred from the Minister of Community and Social Services to the Minister of Children’s Services:

                               (a)    element 7.2, Child Care Subsidy and Supports, and element 7.3, Child Care Accreditation, of program 7, Child Care;

                              (b)    element 8.1, Early Intervention and Early Childhood Development, of program 8, Early Intervention Services for Children and Youth;

                               (c)    the portions of program 1, Ministry Support Services, related to the parts of the appropriation transferred under clauses (a) and (b).

3.2(1)  The responsibility for the following enactments is transferred to the Minister of Community and Social Services:

(2)  The responsibility for sections 1(f), 10 and 12(2) of the Assured Income for the Severely Handicapped Act is transferred to the common responsibility of the Minister of Community and Social Services and the Minister of Health.

(3)  The responsibility for the Family Support for Children with Disabilities Act is transferred to the common responsibility of the Minister of Community and Social Services, the Minister of Children’s Services and the Minister of Health.

(4)  The responsibility for the Income and Employment Supports Act is transferred as follows:

                               (a)    the responsibility for the Act, except Part 5 and sections 3, 42(2) and 47, is transferred to the common responsibility of the Minister of Community and Social Services, the Minister of Advanced Education and the Minister of Labour;

                              (b)    the responsibility for Part 5 of the Act is transferred to the responsibility of the Minister of Community and Social Services;

                               (c)    the responsibility for sections 3, 42(2) and 47 of the Act is transferred to the common responsibility of the Minister of Community and Social Services, the Minister of Advanced Education, the Minister of Health and the Minister of Labour.

(5)  The powers, duties and functions of the Minister in section 4(3) and 7 of the Assured Income for the Severely Handicapped General Regulation (AR 91/2007) are transferred to the common responsibility of the Minister of Community and Social Services and the Minister of Health.

(6)  Repealed AR 152/2017 s3.

(7)  The powers, duties and functions of the Minister in Part 3 and in section 93(1)(a) of the Income Support, Training and Health Benefits Regulation (AR 122/2011) are transferred to the common responsibility of the Minister of Community and Social Services, the Minister of Advanced Education, the Minister of Health and the Minister of Labour.

(8)  The responsibility for that part of the public service associated with the parts of the appropriation transferred under subsection (9) is transferred to the Minister of Community and Social Services.

(9)  The responsibility for the administration of the unexpended balance of the 2016‑17 Government appropriation for Human Services, except the parts transferred under section 3.1(5) and 13(4), is transferred to the Minister of Community and Social Services.

(2.61)  The President of Treasury Board, Minister of Finance is designated as the Minister responsible for the Reform of Agencies, Boards and Commissions Compensation Act.

(2.7)  The President of Treasury Board, Minister of Finance and the Minister of Agriculture and Forestry are designated as the Ministers with common responsibility for sections 16, 51, 59, 69(1), (2), (3), (4), (7) and (8), 71, 77(b) and 79(1) and (2)(e) of the Climate Leadership Act.

(3)  Repealed AR 45/2014 s2.

(4)  The responsibility for sections 9, 16, 46, 54, 63(1), (1.1), (1.2), (2), (3) and (6), 65, 69(b) and 71(1) and (2)(a) of the Fuel Tax Act is transferred to the common responsibility of the President of Treasury Board and Minister of Finance and the Minister of Agriculture and Forestry.

(4.1)  The powers, duties and functions of the Minister in the Finance Grant Regulation (AR 217/2008) are transferred to the common responsibility of the President of Treasury Board and Minister of Finance and the President of the Executive Council.

(5)  The powers, duties and functions in enactments, other than enactments referred to in this section, that are referred to as being the powers, duties or functions of the Minister of Finance or the Minister of Finance and Enterprise are transferred to the President of Treasury Board and Minister of Finance.

(6)  The responsibility for that part of the public service associated with the part of the appropriation transferred under subsection (7) is transferred to the President of Treasury Board and Minister of Finance.

(7)  The responsibility for the administration of the unexpended balance of program 3, Corporate Human Resources, of the 2014‑15 Government appropriation for Executive Council is transferred to the President of Treasury Board and Minister of Finance.

Transfer of communications staff

18.1(1)  The responsibility for that part of the public service associated with the parts of the appropriation transferred under subsections (2) to (4) is transferred to the President of Treasury Board, Minister of Finance.

(2)  The following are transferred to the President of Treasury Board, Minister of Finance:

                               (a)    the responsibility for the administration of the unexpended balance of program 3, Public Affairs, of the 2017‑18 Government appropriation for Executive Council, except the portion relating to information technology support and service contracts for Executive Council operations;

                              (b)    the responsibility for the administration of the unexpended balance of the Communications element, of program 1, Ministry Support Services, of the 2017‑18 Government appropriation for the following Departments:

Advanced Education;
Agriculture and Forestry;
Children’s Services;
Community and Social Services;
Culture and Tourism;
Economic Development and Trade;
Education;
Energy;
Environment and Parks;
Health;
Indigenous Relations;
Infrastructure;
Justice and Solicitor General;

(3)  The responsibility for the administration of the unexpended balance of element 1.3, Support Services, relating to communication services, of program 1, Ministry Support Services, of the 2017‑18 Government appropriation for Municipal Affairs is transferred to the President of Treasury Board, Minister of Finance.

(4)  The responsibility for the administration of the unexpended balance of element 1.3, Corporate Services, relating to communication services, of program 1, Ministry Support Services, of the 2017‑18 Government appropriation for Service Alberta is transferred to the President of Treasury Board, Minister of Finance.

Transfer of graphic designers and
web designers, etc.

18.2(1)  In this section “communication services” includes marketing campaigns, graphic design, social media management, and the design and development of public web content.

(2)  This section does not apply with respect to that part of the public service referred to in section 18.1.

(3)  The responsibility for that part of the public service carrying out the function of communication services with respect to a Department is transferred to the President of Treasury Board, Minister of Finance.

(4)  The responsibility for the administration of the unexpended balance of the parts of the 2017‑18 Government appropriation for a Department associated with that part of the public service transferred from that Department under subsection (3) is transferred to the President of Treasury Board, Minister of Finance.

Repeal

19   The Designation and Transfer of Responsibility Regulation (AR 205/2011) is repealed.
